My First Interview

For the Post of Assistant Professor (Public Administration)

Transcript of my Interaction with Select Committee

At Netaji Subash Open University (NSOU), Kolkata, West Bengal

Date: 27/June/2019

On the day of Interview

Waiting Hall

In the Board Room,
It was a panel of 6 members.

Chairman: Greets and asked me to be seated... As am the only candidate outside of West Bengal, He asked about my residential town in Tamil Nadu....

As you are from down south, I put forward you this... There is a general perception that Sothern states are performing well in HUMAN DEVELOPMENT whereas the Northern states are not so... in this context, if we ask you to deliver a lecture on HUMAN DEVELOPMENT.. Just assume we people as students and come to the front, dias is yours... please proceed....

Me: (started it as) Human Resource is inevitable for any progress or growth

Chairman: (clarified) we asked about HUMAN DEVELOPMENT

Me: Yes sir, am trying to address the same.... RESOURCE, everything is a resource... example, Money is a RESOURCE... we invest it in machines, land which gives us something in return... so it becomes CAPITAL... this process is called DEVELOPMENT... similarly PEOPLE are just HUMAN RESOURCE... they should be tapped by providing essential inputs like HEALTH CARE, EDUCATION, SOCIAL BENEFITS... so they can give us back something as a HUMAN CAPITAL.. This is known as HUMAN DEVELOPMENT. In the era of GOVERNANCE we cannot proceed without focusing on it.

Chairman: How will you measure HUMAN DEVELOPMENT?

Me: Primarily there are Indicators to measure Human Development..

Chairman: What are they? Can you mention any three?

Me:  It is Income, Health, Education... 

Chairman: (Subsequent questions on each.... ) How can you measure HEALTH?

Me: Health... it can be measured by considering LIFESPAN of a person (at that moment I didn't get the keyword "Life Expectancy at Birth")

Then he was asking about other parameters.... 

Me: Standard of living (based on Income, monthly earnings or so...) and Education (i.e. Literacy Rate)

Chairman: Fine, you can come back to your seat....

Chairman pointed at Other Member at his left corner... (gestured as your turn)

Member 1: Can you mention any COMMON PROBLEM faced by Public Administration both in INDIA as well as GLOBALLY....

Me: Yes sir, Problem with Public Administration or Administrators is they lack CONNECTION with GRASS ROOT, GROUND REALITY... especially COLONIAL LEGACY which we carry forward keep the Administrators remain at the top... less connected to people...

Member 1: Problem of COLONIAL LEGACY is for India, it is not there for Lodon... right?

Me: Yes sir, problem of COLONIAL LEGACY is restricted to India but i think the problem of POOR CONNECTIVITY applies to other countries like United Kingdom too..

Member 1: How this can be solved?

Me: India is doing far better in it's initiatives... be it PM INTERACT PORTAL or Mygov portal.... it provide option to enhance the CONNECTIVITY....

Member 1: What should be done on this?

Me: Yes sir, it is college, university should create awareness... I don't know how many college students are get used to these portal... they are interested in Facebook and other social media... how far they used to mygov portal.... in history we talk about Bhatralog (inteligentia)... they create awareness... it should TRICKLE DOWN into the SOCIETY...

Member 1: So, what kind of problem in other countries....

Me: I have heard it somewhere... United Nation's Agencies provide aide, medicine to African countries Sudan or so... before the Team distribute medicines, the people start spreading WRONG INFORMATIONS about the medical aide... they tangle a business motive behind those aide etc... these kind of MISINFORMATION often happen in India... PUBLIC ADMINISTRATOR should address these problems at first....

Member 2: (second Left of Chairman)
Being yourself in a OPEN UNIVERSITY... Do you aware of ODL Programmes?

Me: ODL (Open and Distance Learning programmes) governed by Distance Education Council (DEC) established under 1985 IGNOU Act.... 

Member 2: That council has be replaced... now it is governed directly by UGC-DEB....

Member 2: Anyways fine, do you aware of PCP and SLP programmes?

Me: I have heard it somewhere... but can't recall right now.... (gestured a apologising face)

Member 2: You have mentioned that you are a Part-Time faculty at some coaching Academy in chennai...  right?

Me: Yes sir.. (elaborated as mentioned in my profile...)

Member 2: Where you did your PG? IGNOU right?

Me: Yes sir.... now am pursing MA.(Economics) at IGNOU

Member 2: Oh It's also from IGNOU... fine...

Member 3: Can you name any two places where PUBLIC ADMINISTRATION is relevant even today?

Me: Yes sir, as I mentioned, In GOVERNANCE ERA, there is Multi-Institutional, Plurality... where Civil Society, Private as well Government coexist... Government act as a pivot, linkpin.... it should be based on the PRINCIPLE OF PUBLIC ADMINISTRATION....be it INTERNATIONAL INSTITUTIONS like WORLD BANK or IMF.... or grass root ORGANIZATIONS in INDIA... Especially post-1991 reforms in India... we are engaging CIVIL SOCIETIES... Rather adopting to PRIVATE ADMINISTRATION which is more of Business Model and Profit Oriented,  it is essential to adopt the principles of PUBLIC ADMINISTRATION which is more of PEOPLE CENTRIC, WELFARE ORIENTED, and strive to ALLEVIATE POVERTY.... etc

Member 4: (Immediate left of chairman) Being from state of Tamil Nadu... I will put forward you an issue from your own state....

Me: ( I was eager and guessed it to be relted with WATER CRISIS)

Member 4: As you were talking lot about PUBLIC ADMINISTRATION....in that perspectives explain the reason for WATER CRISIS in your state.... 

Me: ( Enthusiastically I started to utter words...)

Member 4: (Interrupts) Gentleman we know you can talk on any topic for 2 hours or so... we don't want that... make your answer brief and crisp....

Me: Sure sir... I will make my point very short... as I mentioned earlier... it is the problem of POOR CONNECTION TO PEOPLE, GROUND REALITY....former Chief Minister of Tamil Nadu advocated on RAIN WATER HARVESTING at every house... but people bribed those Inspectors who comes to check their houses.. they found TEMPORARY SOLUTION and they are suffering now... unless we INFORM THE PEOPLE about need of any Scheme or Programme... it couldnot be implemented EFFECTIVELY...

Chairman: so your saying this is a problem of PUBLIC GOOD...

Me: Yes sir, it is the problem of PUBLIC GOOD...

Chairman: You mean that... are you aware of the "Theory on Public Good"... there is a theory.... Do you know? Can you name any person associated with it?

Me: Yes sir, I know... but I can't recall the person right now... ( at that moment I couldn't even recall PAUL SAMUELSON.... only Robinson, Osborne and Gabler comes to my mind but ROBINSON is associated with Growth Model, Osborne & Gabler associated with Reinventing Government)

Chairman: Ok no problem....

Member 5: seems you have not submitted the photo copy of your class 10th marksheet....

Me: I submitted it just before entering the hall....

Chairman acknowledged it....

Chairman: Ok... Fine.... Thank you... you can leave now....

Me: Thank you sir...

Yes... it is about MEDIA... So called FORTH PILLAR OF DEMOCRACY.... Which is most corrupted among the all....

Media is taking over.... Of course there is PLURALITY OF INTITUTION.... Everyone
tend to be CRUSADER of their own cause, none for the people... some perspectives on Pre-Poll Survey...

What the pre-poll survey and exit-poll survey meant by?

Public opinion from a particular sample.

Example Given:

1. Times Now-VMR Opinion Poll : Modi govt again with 283 seats, predicts survey.

2. A survey done by APT for Puthiya Thalaimurai channel said the DMK front would win 30-33 seats out of the 39 in Tamil Nadu.

3. The CSDS-Lokniti Pre Election Survey indicates that the national mood appears to be to give the ruling party/alliance a second term.

Before taking into this... First let check... What do you know about TRP rating?

Target rating point (TRP) for calculation purposes is a device attached to the TV set in a few thousand viewers' houses for judging purposes. These numbers are treated as a sample from the overall TV owners in different geographical and demographic sectors.

BARC (Broadcasting Audience Research Council of India) most reliable firm in making the data on TV viewership in India.

Who will benefit out of it?

Public or People... anyways it reflects people's preferences... consumer choice... almost it benefits only the Broadcasting house... to showcase their POPULARITY to fix the price/charge of ADVERTISMENTS...

Similarly, if we view the pre-poll or OPINION POLL survey of Media house...

Whose opinion is that? What is the sample size?

Most often collected by Online survey... Mostly taken up by their SUBSCRIBERS or READERS... or at least from the people who believe that particular media to be trustworthy ( in essence, aligned with their beliefs/inclination - be it socio, political, cultural, religion...)

Again it is yet another TRP... lets say it could be p-TRP..

POLITICAL TARGET RATING POINT.

Example given:

1. Nakheeran OPINION SURVEY will be in favour of DMK Alliance.

2. Times Now will be in favour of NDA alliance.

Rangaraj pandey's Chanakya survey was in favour of DMK alliance. It can be cross-checked with the comments he recieved in all his post. Both matches, most of the comments are derogatory, most in favour of DMK alliance.

Disclaimer: Nothing with Political Intention... only for the study of the subject.

The POLITICAL INCLINATION of the subscriber/readers of particular newspaper/media and the PRE-POLL SURVEY RESULTS seems to be matching...

Now, Who benefits out of it?

1. It might influence the voters, btw not at large.

2. It can deceive only those people "cat on the wall" category.

3. It would have Bandwagon effect.

Who really benefits out of it?

Media house... they inform different political parties that their VIEWERS or SUBSCRIBERS are of such POLITICAL INCLINATION, so I am potential enough to influence your VOTE-BANK.

thereon different charge/prices fixed.

E.g. PAID NEWS, Defamatory and Apologies... et cetera

Corporatized Media great hindrance and threat to Democracy next only to FASCIST BJP.

Ps: Though EC recommends for ELECTION SILENCE, it applies only for those regulated channels... Social medias, WhatsApp, Facebook walks with people till the doorsteps of polling booth.. (Of courses, They spice up and carry forward the cooked up stories of mainstream media...)

கோடு நம்பர், ரோடு நம்பர் கேட்டன? Do we need Linking Language?

Those people find utility in Hindi would learn it, why should you bother? Why should you mandate it through New Education Policy?

If inclusion of Hindi as THIRD language in Draft Education Policy is Imposition. (ஹிந்தி திணிப்பு!!) Then "Right of Children to Free and Compulsory Education Act, 2009" which is not just providing opportunity for EDUCATION, it is IMPOSITION OF EDUCATION.

News: 40 Schools managed by Associates of DMK party-men, has Opportunity to learn Hindi. But the Party predominantly take forward the Agitation against Hindi Optional Language in the New Education Policy (Draft). It is to be noted that the party previously opposed the establishment of Jawahar Navodya Schools in Rural parts of Tamil Nadu.

Do we need a Lingua franca?

Literally it is not RashtraBhasha or National Language.... it is for convenience.... it could be a Link Language.... for #SocialCapital #Fraternity #NationalIntegration.

Of course, Hindi is not an Ancient Language. It has less utility for scriptures, manuscript, grammar...


But it has lot to associated with the Freedom struggle... Article 51A(b) says "to cherish and follow the noble ideals which inspired our national struggle for freedom."

What the Constituent Assembly decided?

There is wide divide between North-South especially because of Western Invention of Aryan-Dravidian Thoery..... Lot of misconception among people (i.e. Lunging Dance, Madrasi, Panipoori karana, Beedavaayan,... etc) This idea of "Link Language" envisaged originally in the INDIAN CONSTITTUTION  is to bring in.....

RashtraBhasha....Lingua Franca for Social Capital

Why we need Lingua Franca? Why TN against Hindi Imposition?


Refer Article 343 ( Provision for 'Hindi' as Linguafranc) and Article 351 (Directives on Duty of Union to develop Hindi) of Indian Constitution drafted by Modern Manu Dr.B.R. Ambedkar. (Details in Comment box [1])

It is not as most of us believe it to be "Hindutva" Constitution or "Hindian" Constitution.

It is time for RATIONALITY... layoff Ego and Approach things with open mind...

What is Three Language Policy? 
Options before us,
1. Mother Tongue + English + Any Indian Language. (It is the best option, but it will not build common language for the diverse country) Common Identity is very important to REPRESENT ACROSS THE WORLD. #UNITY_IN_DIVERSITY.

2. Mother Tongue + English + Hindi (If this FORMULA followed Hindi speaking states the formula will get modified as Mother Tongue/Hindi +  English i.e. it will become Two-Language Policy. In fact, It will be DISCRIMINATORY)

3. Mother Tongue (Regional Language) + English + Hindi (Linguafranc) for the Non-Hindi States

4. Hindi (Mother Tongue / Linguafranc) + English + Any Indian Language ( As many of us believe, they will choose Tamil, Bihari, Odia or Telugu based on where they get better opportunity to sell "Panni Poori)

Anyways, OBJECTIVE (as mentioned CONSTITUTIONAL DIRECTIVE) is to build "Linguafranc". Obviously the Draft New Education Policy intention is promotion/ development of Hindi, not simply IMPOSITION (as the case of 1963)

Why we need Linguafranc?
It is to create SOCIAL CAPITAL.
In essence, the networks of relationships among people who live and work in a particular society, enabling that society to function effectively.
Let's ponder over some of the Intellectual questions of Dravidian leaders.... 

Q1: Why we need TWO SEPARATE doors for Big dog and Small dog?

My Argument:
If so, we don't even need TWO LANGUAGE policy.... ENGLISH is enough as SOME Legends claimed way back (Talk in English with Housemaid, Milkman, Streetvendors... will it not be an imposition again?)

இதெல்லாம் அறிவு பூர்வமான கேள்வி என்றால் என்ன சொல்வது?
நம்ம வீட்டுகுள்ள போக வர "ஒரு" கதவு இருக்குல, அப்புறம் காத்து வரதுக்கு எதுக்கு தனியா ஜன்னல்?

Q2: If language of majority should be declared as NATIONAL language why not make Crow National Bird instead of PEACOCK?

My Argument:
For better clarification, What is National Insignia? Whether all the National symbols has same/common selection criteria? Is it not based on Uniqueness... but... Isn't the Common language or Linguafrac has different utility? Should it not be based on Majority/Popularity. (Provisions of Indian Constitution already mentioned above.... "We the People of India solemnly.... " Details in the comment box [2])

There is no concept of NATIONAL LANGUAGE..... "Tamil and English are my two eyes" said by "Legends" because they imagine that the concept of INTERNATIONAL LANGUAGE is existing despite being intelligent enough to question the CONSTITUTIONALITY of NATIONAL LANGUAGE.

Q3: Those people find utility in Hindi would learn it, why should you bother? Why should you mandate it through New Education Policy?

If inclusion of Hindi as THIRD language in Draft Education Policy is Imposition. (ஹிந்தி திணிப்பு!!) Then "Right of Children to Free and Compulsory Education Act, 2009" which  is not just providing opportunity for EDUCATION, it is IMPOSITION OF EDUCATION. 
Ps: 40 Schools managed by Associates of DMK party-men, has Opportunity to learn Hindi. 

Q4: Our people are not even good in Mother Tongue... why should we make one more language compulsory?

And

Q5: Tamil is more ancient language and has more inscription.... Rather It should be made mandatory.... Why Hindi (formerly Hindustani) is preferred?



My Argument,
It is not about MASTERING any other language or DUMBING your Mother Tongue. All we are making now a days is EMOTIONAL OUTBURST which make then easy to politicize any issue for that matter... In schools we learnt ENGLISH... are we master in it? It is about learning few words.... it would integrate NORTH and SOUTH... enahance #Social_Capital (I.e. Building Trust, Harmony in the social and in the broader sense NATIONAL INTEGRATION) This gap/divide/fissure is the SURVIVAL point for many POLITICAL PARTIES in TAMIL NADU.... In essence, the #Separatist_Ideologies

It is very clear,

Hindutva "Sangi" or Dravidian "Poralis" is nothing less than the Expression/ Voice of EGOISM.

தான் மட்டும் தான் "அறிவாளி" மத்தவன் எல்லாம் மூலை இல்லாதவன் பொல் எண்ணிக்கொண்டு "Anti-Indian, Sangi, Naxals, Poralis, Bhakthals" என்றெல்லாம் "பட்டம்" கொடுப்பது....  SILENCING the Opposite views and Dissent by STIGMATIZATION is nothing less than FACISM. (Details in the comment box[3])

As quoted by one of my friend "When emotional instigations overrule, rational distinctions are given a good bye. And we are not even able to distinguish between a draft and a decision !"

What Tamil taught us?
பாலையும் நீரையும் பிரித்து உண்ணும் அன்னப்பறவை போல் வேண்டியவற்றை   எடுத்துக்கொண்டு பயன் பெறுங்கள்.

What Dravidam taught us?
தென்னை மரத்துல் "கள்" மட்டும் தான் கிடைக்கும் போல தோப்பையே அழித்த "பகுத்தறிவு"

ஒரு தேசிய தலைவரை "பனைமரமேறி" என்று இழிவு படுத்திய "சமூக நீதி". (தென்னை பனை மரம் ஏறவும் அட்களில்லை, இப்ப அந்த மரமும் நிறைய இல்ல... விடுங்க.... "ஒரு தொழிலை இழிவுபடுத்தி நாம் சாதித்தவை" என்று கல்வெட்டில் பொறித்து கொள்வோம்... என் சகாக்கள் இழந்தவற்றை மீட்க்கும் பணியில் உள்ளனர்... இயர்க்கை காக்கப்படும்)

There are "Intellectual" people in every BLOC to JUSTIFY the deeds of their leaders... (Details in comment box [4])

TAMIL and TAMIL PEOPLE are enlightened SHINING SUN ( not rising sun). DRAVIDAM is an ECLIPSE, it is temporary. Wakeup call!!!

Ps. 1963 Office language Act made continuation of ENGLISH after Agitation by DMK led Movement.... Previously 1937 Rajaji proposed to make Hindi Compulsory in Schools it created the first Agitation led by Justice Party (Ernstwhile DK)
