Guidelines on People’s participation for Good Governance



          Governance is entirely different from the concept of Government (State), Although Government is also a part of Governance. The concept of Governance emerged in the late 20th Century. The evolution of Public administration led to the Idea of New Public Management. In this the State relieves itself from activities (ie. Roll Back of State) The market force emerged as a determinant for Economic development with the New Economic Policy. The public administration transformed itself into a position of service provider (New Public Service). It involves State, Market, and Civil Societies. The state act as a facilitator, the market as an opportunity, and civil societies play their part in mobilization of People’s participation.
People’s Participation: Role of Youth in Governance
There are two extreme types of people in a society. The first one question “What can you do for me?”or “What the country did to me?” whereas the other extreme “What can I do for you?”. The former can be compared to an immature child whereas the later can be compared to a matured. The need of the hour is the second type of person in you. The country demands such type of leader.
          Good Governance aims at keeping the organization & participant Accountable, and more Responsive. It makes the decision making process & execution more Transparent. It encourages public participation in each stage of progress.
Good Governance in India
          The World Bank came up with the concept in 1992 while reporting on the Sub-Sahara Region. International conventions were made the following year to adopt the same to improve efficiency & effectiveness in the service delivery. In 1996, Conference of chief secretaries & Chief Ministers (an extra constitutional setup of India to preserve Federalism) came up with many initiatives in pilot basis & pan-India basis. The following are important initiatives,

Ø E-Governance
The Information & Communication Technology (ICT) act as catalyst in achieving Good Governance. The NeGP (National E-Governance Programme) initiated a long back had seen light of the day.

          It provides Grievances Redressal Services. Every department has the own GRS mechanism. It provides a user friendly application form for all the departmental service grievances.
5. Ebiz (India’s G2B Platform) (https://www.ebiz.gov.in )
          It provides an online platform regarding Business license & Industrial Entrepreneur memorandum. It also provides mentorship service to start a business.
6. Right to Information (https://www.rtionline.gov.in )
          The RTI Act 2008, ensure Transparency & dissemination of Information to people. It helps them to attain their Rights.
